Also check http://www.w3schools.com/. For the backend server there are several options depending on platform.  For entry level I would suggest PHP. There are numerous web tutorials available and it is a fairly easy language to learn if you've ever done C or Perl.  If you're more familiar with java and don't mind getting a more complicated backend server you could go with one of the various app servers like weblogic, tomcat, etc.

For client side, you can do the typical GET/POST-response only or throw in som dynamic AJAX via javascript.

Regardless of whether you build this yourself or have someone else do it, I highly recommend you review web application security topics. I'm meaning more than just applying SSL to the server. You'd be surprised at some of the vulnerabilities that are uncovered by my team doing web security assessments.
